Tip:
On 2nd Joomla, AFTER installation use this same database data as you had on the main domain.
Just edit the configuration.php

Hi,
about Helix3 - it's front-end template, not back-end.
Maybe your site was hacked/damaged if worked yesterday, or a few days ago.
Or server settings were changed, you have to check it.

About josephatkennedy & Helix II case - please uninstall Helix II template and related framework.
You don't need it, Ares Murphy is based on helix3 (!) only.

Advice #1:
Do not install all possible templates and extensions on one site. Choice tools wisely.

Advice #2:
Choose only templates based on Helix3 or Helix Ultimate.
Uninstall or remove manually those which you do not need.

Tip #3
Template based on Helix II, doesn't fully support PHP 7.2 and PHP 7.3.

Helix II is only template, all website content is in modules, articles, etc.

You can install the old website on a subdomain, to see how all was set.
Then on main domain, use only helix3 based template.
The less "trash" you have, the easier webmaster life would be.

How can I migrate from Helix II to Helix III?
How can I install the full web file backup in local server.
I just wanted to extract the text as I do not have it anywhere.

ad 1) No, those are completely different products. But you can install Helix3, and uninstall Helix2.

ad 2) For example read: https://www.joomshaper.com/blog/backup-and-restore-your-joomla-site-with-akeeba-backup

ad 3) All texts from Joomla are stored in the database.
Small tip:
1) On subdomain or here "https://fire.josephatkennedy.org/new/"
Upload & Install fresh joomla 3.9.4, step by step, no demo content

2) Then replace configuration.php from your damaged Joomla

so both sites should use this same content (text)

My web files backup was not created with Akeeba. The major problem is that I cannot gain access to the backend. The formal registrar to me that my website was hacked through "Guest Book" form and was told to delete/clean but no success.

The requested URL /new was not found on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

That's not clear. On what server are you referring to?
Should I delete the existing Joomla installation file first or overwrite it?
I have two servers: primary domain and subdomain.
I am yet to trace the joomla text as you specified.

On this same server, host (!) yes.
If you have a domain: Super.com, create Test.super.com and there follow all steps

Then after installation... just use this same database as you had on the main domain.

I know it's sometimes hard to help remote.
Maybe talk with webmaster from your city which will help you install Joomla on subdomain as I asked.
